An old weather program DesktopWeather (which has since been discontinued and downloads for the program are highly rare to come by, BUT i have an old version of 3.xx or so) would also get weather.com data. well it didnt necessarily LOCK to the desktop, but it was close enough to it. I have a couple programs that lock to the desktop, and in some respects its a nice feature.
You could use Active Desktop and set it to the “C:\Program Files\Weather Watcher\HTML\Current.html” file to display the forecast as a wallpaper on you desktop?
