add observed local date/time to tool-tip popup

Right now, when you point mouse to taskbar temperature, a popup displays:

City -- Condition -- Temperature

It would be nice to add a line to indicate its validity, such as:

City -- Condition -- Temperature
Observed: Local date, time

Or even better</font id=“red”>: [8D]

City -- Condition -- Temperature
Observed x Hr y Min ago.
