1). When the tray tooltip displays the downloaded/observed time, the month and formatting are always off, as in the attached screenshot.

I think this is being caused by your date settings in the “Region and Language” section of the Windows Control Panel. Please attach a screenshot of that window so I can try to replicate that issue on my computer.
Yes, I think you were right. I’ve never had problems before, but I switched the format from English (United States) to another language, then back again and logged off. Now the formatting in the tooltip window, as well as the proper daily icons, are working. Gracias!
