I think your problem is more wide spread than just WW.
What do you see in your browser when you click on an actual WW forecast .html file? Any error msgs show up?
when i show it in the browser, I see no error messages, just the same look as in WW.

It would seem that way, but disabling Active scripting in Internet Zone is what reproduces my results. If I enable Active scripting, I am able to see the Daily tab and Current tab correctly. Maybe if I can add a folder location to the Trusted Zone it may work, but I have no idea how to do that.
I added http://www.singerscreations.com to my Local Zone and it worked finally.
Directions are to go to Internet Options > Security > Local intranet > Sites > Advanced > Then add http://www.singerscreations.com.
This way you can still leave Active Scripting disabled for Internet Zone.
